Starting with Meinecke, the author tackles this complex issue – strangely neglected by specialized international historiography – comparing the ideas of Gneist and Treitschke, Schmoller and Cohn, Kautsky and Mosca, Bernstein and Naumann, and relating them to political writers of the following generation, from Weber to Michels, Hintze, Kelsen.
